anecdotally, back then the King David lounge was closed.

The construction next to terminal 3 is exactly what you think it is.
IINM The hotel is not immediately adjacent to terminal 3, rather located between 1 and three. It is visible from the train as it enters the airport, if that helps.

AFAIKT 3A is in the former group bus lot on the opposite side from where the covid testing was. (Same side as the new concourse A).
Last time I was there about 6 weeks ago it looked pretty close to completion
