The joke is that that based on aryeh deri's interview the number of boys for yeshivas is maybe 4000 the majority of these permits are for masa, taglit and etc. Which I'm sure bring in a fortune to local businesses, tourism and etc.
I, personally, am disappointed with the way it was handled. I certainly understand the positive economic aspects, but it still leaves a bad taste in the public's mouth.
My family is still in the U.S. and would love to visit. They also spend plenty of money on dining, lodging, and shopping every visit. Why should they be treated differently?
