Why?
1. Adds inordinate amount of time required before flight departure time.
2. Can't bring any food onto flight.
3. Requires secure section of terminal, typically without lounges or sufficient facilities.
4. Issues with immigration means you miss your flight.

Which US airport without immigration could possibly support a flight to BRU?!?

But I don't see how that's a negative. I'd gladly fly CLE-EU on a narrowbody, as long as it has lie-flat J. But CLE has immigration.
