IDK where you get your info from. I haven't found that to be the case outside of NY (I am not sure about NYS).

I have been told so by a urgent care in Lakewood, which helped me because I went to two locations to get a test and they tried to rob me of money and I insisted that they can bill the federal government if they want, and I did not pay in the end

That might be true, but how many people are aware of this? Not even all urgent care centers are aware of this? In NYC free testing is advertised and promoted. I haven't seen it elsewhere.

Every urgent cares knows that, if they try to bill is to earn extra. The NYC free testing is an advertisement from test&trace, do you know anyone who gets tested by them?

This has been the case since the beginning of Covid. I'm not sure why this is news to people.

First you have to use your insurance. If you don't have insurance the government will cover it. Officially if you use social and you have insurance the govc will bill you.

NY insurance is not always accepted out of state

They said they don't accept NY insurance and I have to pay, I had to argue and stand my ground for a while that SSI is enough, and same at a different urgent care wanted to charge me $200
Chemed in the end billed my insurance and the other place only with my SSI
