No reason not to but my guess is you won't get the points since it is not direct through the hotel

Yes; depend on the property, and possibly also if it's a peak time/season.
Sometimes they let a cancellation as late as 3:00pm the day of. Often it's by 6:00pm the day before check-in, and; other times it's 36+ hours prior to check-in.

Is there a way to tell from the app what a particular hotels cancellation policy is?

The cancellation policy is generally not Hotel dependent but dependent upon the reservation that you made. Different reservation rates have different cancellation policies.

Check the reservation details in the app and it should have the cancellation policy and should also be present in the email confirmation.

When you're looking at rates for a specific type of room,  click "Terms and Details".  Scroll dowm to "Cancellation Policy".

You can also start booking the rooms for the specific date, and before it is confirmed, the information below will tell you the exact time and date that you need to cancel by for free, before there will be a cancellation fee/penalty.

I'm looking at a room that shows 2 options for "hot escapes" one of them is $8 cheaper but says "eligible ID required at check in. Will I have a problem adding a guest?

Even platinum can't guarantee an upgrade.
