I am going to Montevideo in a little while and wanted to check to see if anyone can confirm that they charge $160 per person when you arrive in Buenos Aires by ferry. I see that rumors are that they charge but I've been searching all over online and it sounds like it may not be so clear. Also, is the fee charged for infants under 2 years?

IIRC they will charge you. The law changed after 6/30/13. It now applies to all border crossing not just the BA airports. I believe it applies to kids as well.

Also the law is that you need to buy your Visa ($160) before you arrive to BA.

Anyone ever use xoom.com? They're offering 8.4 pesos per dollar now with a fee of $15.75 if you change US$500. Is it worth it to do this or just change money there and bring cash?

I used to swap at "Tate cacher" the store built into the side of the main Chabad building in aguero. He may not have enough for all you want but if you go mincha maariv there will be plenty of people to swap with. Ask around people are friendly and know who to go to in the Chabad building (1164 aguero y Paraguay)...
