Cell phone service for UK

Does anybody know of any inexpensive service (voice and data) that I can order for somebody who travels a few times a year?  If it's cheap enough I could keep it year round.

Not having seen a topic before, I searched for what I looking for which was the subject line of my message. Had I thought to search for international sim card we wouldn't be here now, would we? :-)  (I've been on the internet reading message boards before most people knew what the internet was!)
