I just got this in an SM. I know I have done it before but I want to know if its a new rule.

The option to change your Chase Sapphire Preferred card to
a Chase Freedom card is not available on your account. An
account that is open less than 12 months is not eligible
to change to a different product. I apologize for any
inconvenience this may cause you.
As an alternative, you may apply for a new Chase Freedom
card. For new account applications, please visit our web
site at www.chase.com. Select "Credit Cards" from the
"Personal Banking" section. Then choose the desired card
and apply for a new account online.

If you have any further questions, please reply using the
Secure Message Center.

Citi also imposed no transfers of CLs for a while due to the law though other banks didn't take that interpretation.
AMEX has their own bizzare interpretation of CL transfers.  Nothing within 12 months (though YMMV) and just one every 60 days.

While Chase couldn't care less. Go figure.

I have 2 freedoms. One visa, one mc. visa I opened outright. mc is an old visa SP downgraded to SP, converted to MC, then downgraded to freedom. Was definitely after 12 months of opening. So I suggest downgrading to regular sapphire just to avoid the fee then eventually downgrade to freedom.
My Programs Are Listed So That I Don't Forget Them :)

I was told the same thing by Chase rep. "no changing  from Sapphire to Freedom"
Airlines sending me "We're in this together" emails.
