Sorry, yes. But they didn't stop permanently, they're just not accepting new applications at the moment. They have a certain time period in which they do  - maybe they'll tell you when to get back to them (if your'e not in a rush, that is)...

Btw, for all those wondering about leaving the country while the app is processing, generally, they'll only grant it for specific reasons - visiting family is not one of them. But if someone gets a note from a doctor saying their relative is sick etc., then they'll grant it, and one can request it to be expedited depending on the date one "must" leave the country.

That is incorrect. I applied for a I-131 - an Advance Parole Document - at the same time I applied for my GC, and received it approximately two months later. This allowed me to leave the country how ever many times I wanted, and for whatever reason.
The only hitch is that when you return to the US, they take you into a side room, filled with other "suspicious" people, e.g. Arabs who they suspect of joining ISIS, and ask review your case, maybe ask a few questions. IME, this process could take from less than 10 minutes, to over an hour, depending how many people there are there and how long you'll have to wait.
Besides for this, there is no problem with leaving the country at all.

Thanks, that makes sense. Or I'll use Chaim'l's idea of saying that a job opportunity in London fell through while I was here, and I decided to stay...

I went to UJO, who did everything, even Fedexing the application to their lawyer for double-checking, and then sending it off to USCIS. They didn't charge a penny, either. If you're nit in Brooklyn, I recall  that David Greenfields office had someone that came in once a week to deal with immigration issues, but call to make sure. If not, try contacting your local community organisation or councillor, who might be able to help.

They charged me $70 a couple of years back, which IIRC covered postage and other costs.

It may not be complicated, but can go wrong very easily. That is why it is good to have advice from people with (a lot of) experience. They could tell you what to expect and advise on any issues.

+1. That's also why using a lawyer can be beneficial. If something goes wrong, they'll represent you and make sure everything gets cleared up. Hiring a lawyer after the fact can be more expensive than the fee that you'd originally pay to have a lawyer do everything for you.

Granting permission to leave for specific emergency reasons is before you get your advanced parole card. Once you get your advanced parole card (which you need to fill out a separate form for when sending in your application), you can come and go as you please.

I would do everything you possibly can to get the original. Some of those interviewers can be real sticklers.
