Largest Jewish community is in Silver Spring, which is a suburb of Washington. For tourists, best place to stay is in downtown Silver Spring, which has a metro stop and a nearby  shul in Woodside Park within walking distance.

The shul website also has alot of helpful tourist information

any other meat eatery other then CharBar in DC?

If you're heading out to the suburbs, there's also Moti's Grill.

Yup, Charbar is waiter service. I've never actually been to Max's, I was thinking of Moti's, which I posted once I realized.

Charbar wasn't cheap, but it wasn't outrageous either.

Never has motis grill. Maxs has good schwarma

Moti's Grill has waiters and perhaps a more upscale menu. Been busy when I've gone. It's in Rockville, so not near Baltimore. Closer to Silver Spring and still pretty close to DC. Had an excellent steak there, too.... Would recommend for tourists. Plus Moti's Market is right next door/attached -- they sell quality Belgian California Gourmet chocolate chips.
They have a wide selection of fresh Moti's salads, breads, dried fruits and nuts, many types of meats; a good one-stop shop grocery store.

I've stayed at the PH and Hyatt Regency, PH is nicer (I used my free nights there then moved to the Regency) but the Regency is more centrally located for most DC attractions. However Char Bar is just a few blocks from the PH. I dont' know anything about the Grand Hyatt.

$125/night is pretty good, I stayed with points and it was 12k/night but the cash rate of the rooms where over $300. I tried to get an upgrade (I was on a diamond trial) but the place was booked. They had several conferences at the time. I wasn't impressed with the room, but I wasn't disappointed. I was coming from a suite at the PH so it was obviously a step down. I guess (as it usually does) it depends on what you're doing in DC and what your priorities are.

Yeah, PHDC is a relatively short walk to minyan, food and the metro - but not to the attractions.

One other option to look into is biking to get around. There are bike racks all over and places that will rent you ask the necessary equipment. Haven't done it yet, but last time we were there (in the winter) we were thinking it'd be a great idea in nicer weather.
