Largest Jewish community is in Silver Spring, which is a suburb of Washington. For tourists, best place to stay is in downtown Silver Spring, which has a metro stop and a nearby  shul in Woodside Park within walking distance.

The shul website also has alot of helpful tourist information

I'm assuming you did not have a kid which makes the bikes a great feature. I will be with a kid and need a stroller to get around.
The Metro is really good for strollers. We took our humongous double (City Elite double - they don't make it anymore) and had no problem getting around.

I dropped our son off at the in-laws for this trip. Hyatt Regency is not a bad option.

I found the metro to be much less helpful than Uber. When I went last October I had planned on using the metro to get around and ended up using Uber. My first two nights were at the PH which wasn't close to any of the attractions (but they do have a complimentary car which will take you from the hotel anywhere within 5 miles (I think). My 2nd two nights were at the Hyatt Regency Capitol Hill, which is close to many attractions.
Only two things are infinite, the universe and human stupidity, and I'm not sure about the former.

I can tell you, (and I can look up you really need me to) I don't think I paid more than $10 for any ride.

Metro is distance based and actually thought it's pretty expensive u also need to buy a card for 2 dollars per person if not I think u have to pay an extra dollar each fare for the paper ticket

Stayed at the sofitel Lafayette Square one block from the white house and Uber wasn't more then 5 6 dollars to the farther attractions

I even used Uber to go to silver springs and it cost me only 20   dollars for a 40 minute ride instead of the metro being 4.70 per person and then needing to take a car from metro station to destination
