which area? Within 20 min of Washington DC? This place has waiters, however it's still on the casual side.
Great meat and fantastic garlicky mashed potatoes and green beans: http://www.motismarket.com/motisgrill.shtml

Otherwise, Max's in SS is more of a deli: http://www.theshalomgroup.com/maxs-cafe-and-catering/cafe-menu.html
and Baltimore has more to waiter-type locations to choose from.

Staying at Washington Hilton, will probably end up at Char Bar, just hearing tons of mixed reviews...

If that's the one that used to be called "Eli's" then I heard that it is good. What's the latest in the D.C. JCC? Dairy? Meat? Anything? It was good when we went, but it kept changing from dairy to meat, etc.

Holocaust Museum is extremly interesting, but if he‏'s more into fun stuff then I'd also say Spy Museum.

Probably Spy Museum, however the Newseum can be fascinating as well. The Newseum has a bunch of news related items, has some very cool videos about the news. It also has a really cool 3D video about the start of reporting and how reporting changed in the 20th Century.

Char Bar for dinner with a friend. I got a Western Burger which has Grilled Pastrami, Sautéed Mushrooms, Caramelized Onions. It was delicious.

ETA:  dpk4588 (end of post)
After the memorials, I ubered it to DC Char Bar (formerly Eli’s) and picked up dinner. I got “The New Yorker” which is Corned Beef and First-Cut Pastrami with Russian dressing and Coleslaw on Grilled Rye, with fresh chips on the side. The sandwich was pretty good but the fresh chips were awesome. I’ll be back there Monday night for a burger.
