Largest Jewish community is in Silver Spring, which is a suburb of Washington. For tourists, best place to stay is in downtown Silver Spring, which has a metro stop and a nearby  shul in Woodside Park within walking distance.

The shul website also has alot of helpful tourist information

Oh mama grill doesn't seem too far and they probably deliver there as well. (via Grubhub or their website)

Plenty of points properties (hyatt, hilton, marriot, ihg) As far as kosher food there are onlly three (and a half options)
Charbar: great burgers and sandwiches, along with some good apps. Waiter service
Oh mama: (non-waiter service) excellent israeli style fare. (Shwarma falafel etc)
GW Hillel: a new place opened in GW hilllel. Small menu but food is excellent. (Recommend the zinger sandwich)
the donuts are krispy kreme at dupont circle are vaad-certified as well.

Overall DC does not have that many options to eat, but the ones they do have are very solid (especially given that there isn't major competition and not a huge kosher consumer base)

Considering a Friday-Monday trip to DC with kids. Was thinking to eat at The Shul on Leroy Pl. Has anyone had Shabbos meals there? Any recommendations for good hotels nearby? Using Chase points, so I'm pretty flexible. Any other recommendations/updates re: hotels, Shabbos, restaurants, activities since last posts?

Driving from Washington to NY what is the nearest shul for mincha / maariv on the way maybe Baltimore area without adding too much extra time?

Shearith Israel seems the closest to the route, but only by a few seconds, there's lots of shuls right near it.

Reach out to Kesher Israel in Georgetown or Chabad. Also be aware that a government shutdown as of Sunday morning is extremely likely, which could mean the closure of many DC attractions:

Kesher doesn't answer phones, anyone know if chabad has a sukkah? and mincha on chol hamoed?

Kesher responded to me via email and stated this: “Yes we actually have 2 sukkahs. One is at our shul. The other is a block away at Rose Park that most guests use.” I am pretty sure chabad has a sukkah as well.

Parking in Georgetown near the shul has never been difficult for me. I imagine the area near the National Mall will be less crowded, but then again, if the attractions there are closed, I'm not sure why you'd want to park there either.
