Largest Jewish community is in Silver Spring, which is a suburb of Washington. For tourists, best place to stay is in downtown Silver Spring, which has a metro stop and a nearby  shul in Woodside Park within walking distance.

The shul website also has alot of helpful tourist information

There were no other details in the question, so I answered it factually. Last time I was in DC I stayed at the Fairmont, so I just walked to the shul. The time before that, I was in the suburbs, so I davened elsewhere.

You'll have to go down to the congressman's office to pick up the tickets, which is an extra walk, located in a different building.

You could rent bikes from the monument to the white house.
