Rivet? Removal help

I am trying to replace the wheel on my carry on luggage but I have no idea how to get the old wheel off.

This is the other side
If anyone can help me figure out how to remove them I would appreciate it. TIA.

Hard to tell from the pics but if it is a rivet you get it off by drilling straight through it. is the bottom black part painted metal or plastic?

i think its metal. If I drill it any idea what I should use to secure the replacement wheels? TIA
