IMHO Hilton TLV. As diamond you get free breakfast and lounge access which includes a nice food selection throughout the day (rabanut). I also like the location better, but it's a question of taste

Throughout Chodesh Av, there is minyanim at the Ritz. Second floor meeting rooms

Shachris is 8:15
Mincha fifteen min before shkia, followed by maariv

2 unrelated questions...(1) Where's nearest reliable minyan?  (2) Only Silver Elite and staying on combined free nights/points bookings - any chance of upgrade, even paid, or will they not upgrade free nights bookings?

they sometimes have in hotel have to ask around ,
they usually upgrade to larger rooms
keep in mind they do have some people from the south in the hotel taking up space
