You can only send to another AMazon payments account.
No need to start a new thread.

The issue is not that you asked the question, but that you started a new thread to ask it in. If you are reading a thread titled Amazon Payments and you have a question about Amazon Payments that you don't see already discussed, then just ask your question in THAT thread!!!
