Baby turning two on trip

Is there any airline that doesn't require a full ticket for children turning two while on the trip?

I don't understand. I have a child who is under two but looks like he's 3! I have never been questioned/stopped about his age. Why would you worry?

The last thing you want to do is messing up with the TSA/CBP.
My girl looks younger than two, and I still always got her a separate ticket once she turned two.
