I can't imagine that would uphold in the US.

Contracts are made by an offer and an acceptance. Party A makes an offer to party B if B accepts it it’s a contracted. If B, instant of accepting A’s contract makes a counteroffer and A accepts it, then it’s a contract.

Here in this case the bank accepted his counteroffer.

I know the bank and even the paper portrays him like a fraudster. But if you look at his counteroffer you see he offered the bank 0 APR and that the bank could not change or terminate the contract on their own, only if both sides agree. These are reasonable changes. Had he made unreasonable changes like he never has to pay anything then the bank would have an easier way to get out of the contract.

But the concepts of contracts apply here in the USA as well. If you make an offer and the other party accepts it, it’s a contract.

Does not work that way here is the US with CC's. The terms are spelled out when you apply and you agree to the terms.

Not sure I agree with this.

What he Tax said is true. If the CC company in the US signed a "counter-offer" it'd be just the same as if it was in Russia. I don't see a difference.

That's what apparently happens there too, except he scanned in his offer and changed the words and rates. You could do that here too, anytime you get a prescreened offer in the mail, you could mail it back in with the contract modified...

I can't see and CC company in the US letting you change the terms. There is one way to find out.
