Parking lot scam, beware

I was with my mother by Flatbush ave and H,  she was dropping off a gown,  I went across the street to get her, a few minutes later a guy comes over and tells us, he saw someone towing my car.  The parking lot was full of stores, one of them is a 711, looked like a mall with open parking lot.  The sign is in small print . The guy with the tow truck said the sign says once you leave parking lot you can get towed.

The police came and said he couldn't really do much as its not crime related. I had to pay 136 to get car back. 

After i left he went and got another car, in 20 minutes 4 cars got towed,  he does it around the clock . I was there watching and realized what the scheme was.  A guy stands in parking lot and follows you when you leave,  in the meantime calls tow truck and a few minutes later tells u do you have a toyota etc.  (as if he's a bystander). And tow truck waits on side till u pay other wise claims he will take it to pound but he probably doesn't as he wants to release it asap so he can make his rounds.

I don't want other people to fall for this trap.

Paid with cc.  Is there anything to do? I feel its really wrong.

This sounds borderline criminal. I would investigate this.

Which parking lot is this?
Between Ave H & I and Flatbush ave. Exact address 1623 Flatbush Avenue. The owner of the parking lot is on premises, the whole thing is setup to be a scam. The sign has small letters ..

AFAIK, its illegal to tow if you are in vehicle. just get in the car and wait for him to release. May take a few minutes, but he'll put the car down after 10 minutes.

Maybe spend an hour there doing chesed and giving out this info?

I'd be upset too if it happened to me but did anyone do anything wrong?that post article was referring to illegal towing whereas here there was a sign. Am I missing something?

The post before that describes the scheme, it seems it's common. They must be ranking $1000 an hour. One guy hides in a store and watches you leave the parking lot, then sends someone to follow you and pretends he's a friendly bystander. In the meantime the tow truck waits outside the lot.  I mean if they really don't want people leaving the lot , he could just tell people as they leave they will be towed.
