I'd say yes. Just have to know who you're buying it from.
When you're buying from a place like eBay there are some risks involved but in general most of the time it's fine.
A few months ago my Brother in law purchased a new expensive phone off Craigslist.
All seemed legit, but after a few days the phone stopped working.
The seller reported the phone as stolen and claimed a new one with insurance.
He spent a long time trying to the carrier to unblock the ESN but they said it was the insurance company who blocked it and they cant undo it.

Had a similar issue tell him to huca.  Officially the policy is once the esn is registered to you if someone calls after and claims stolen they can unblock you.
