YYZ - NYC

In regards to immigration, I need to book as flight showing that i am flying from NYC to YYZ. I have no plans on flying and would like to cancel the flight (just need the papers).

Can Anyone recommend an airline that gives full refunds as long as you cancel at least 24 hours before the flight?

SW does I believe, but I don't think they fly that route.
Or you can buy a refundable ticket.

Actually, you can book almost any ticket  and cancel within 24 hours
