I'm not sure what you mean by reloading ? If you mean initially buying the Ppmc with a cc, then yes.
This is the first time I've tried reloading a card that's been used before, and I got the previously posted error.

I was asking about the second time you tried loading this same ppmc that was used before; you tried to reload the second time with a CC?

Yes. I don't see why I would reload using anything else but a cc

because when I bought one initially I was able to use cc and when i tried to reload same ppmc with cc they said no and said that you can only use cc initially

do you anyone that was successful reloading same ppsm with a cc?

I just got this email
"Hello ***** *****

We reviewed your account and identified a transaction that did not follow one of our procedures as described in PayPal’s cash policy. Transaction amount: $500.00 USD The participation in a restricted activity while using our services may lead to the temporary or permanent limitation of your PayPal account."
I logged into Paypal, and they wanted to know where the $500 was from, and what I planned on using it for. I wrote ppmc, and for rent via Radpad.
I then got an email saying "we have completed our review and restored all functionalities of your PayPal account.Thank you for your cooperation and patience during this process.
Does this mean I'm good to go, or is it time to slow down on this ?

I received an email that a class action suit was settled for those whose accounts were wrongly frozen and shut down, and funds frozen, and compensation is available for eligible people.
