Regardless, there are already plenty of consumer protection laws. There is nothing illegal about kaporos.

I am willing to bet many health issues are being violated. If someone was doing this as a part of a voodoo ceremony it would be shutdown in a heartbeat.

Its probably against some zoning laws, in most locations.
And health dept/Dept of Ag regulations on selling meat.
