Assuming you aren't asking about a ORD-NY connection and then NY-TLV nonstop....
Europe to TLV presents an interesting issue, as the A/C aren't always 2 cabin, and even if they are, the J seat leaves much to be desired.
Assuming you can do Europe-TLV in Y,
BA miles
AB metal.
If you need a real biz seat, that leaves BA/LX metal (find out the requirements and YQ).
BA metal, BA miles.
LX metal, AC miles or NH miles or SQ miles.
If you can do a blocked middle seat, AF or KL or AZ would be an option via DL miles or LH via AC miles.
TK is its own anomaly, as its a 2:15 flight from IST-TLV and its similar to a US domestic premium cabin.
