Unless they're also required to pay those taxes on an award, but they choose not to collect and pay everything except the segment tax?

FTFY. But why just that?
If that's the case, I can't see them biting that bullet in this case, and I honestly don't see the DOT enforcing that either (although I think they may enforce the $0 fare)

Only 9/11 fees are due on a $0 fare.
I don't think these will be honored though. It clearly showed a $0 fare.
Had it been a $0.01 fare the story would be different.

Nothing to do with the press, I guarantee you that the DoT already communicated their opinion with them.

Had the total been $0 it may have been different, but because the system did collect money it's considered a price mistake and they're obligated to honor per DoT rules.
