Once he's been approved he can call the cc companies and have them shipped to Israel.

Good luck getting any company besides Chase to send a card to Israel.

I just received an Amex card last week via DHL.
+1 a relative of mine just had Amex ship his card to my house via DHL.

I tried in January and after 5 HUCA's to get it shipped to Israel i gave up. Maybe things changed recently.

Besides getting a replacement card, which they do,
with Amex cards the 1st card always needs to be sent to the address on file.
Then you can request for the first card to be cancelled and have them send you a new one. (Which you will answer, "is technically a replacement card").

Tried exactly that with countless HUCA's and they all told me that I have to wait 10 days from when the 1st card is shipped in order to order a replacement.

How do you get your funds deposited from here to your US checking account?
Step 1:
Best option: Find a friend who you trust who wants to get shekels out of an American checking account and give him a good rate on his conversion while you get a good rate on buying $s.
Next best: Buy open $ checks from a money changer who is very trustworthy. Make sure you only take checks from accounts he has experience with. He should charge you no more than the rate for buying $ cash. (Ask for cheaper.) (BTW I work as a money changer.)

Step 2:
Deposit checks to your US bank account. Most banks offer mobile deposit on personal accounts only using smartphones. Cap 360 offers PC deposits (but be very cautious with them - they like to close accounts which are used oversees).
