people learning from their phones during chazaras hashatz
1. shouldnt have a phone out during davening
2. shouldnt learn during chazaras hashatz

Sounds more like its about the "being on the phone" during chazaras hashatz. You wouldnt like it anymore if they were just browsing the web or?

ok lets split them up

Eternally "out of order" bathrooms in certain public establishments (I think most of you know where I'm talking about  ;))

Especially with signs that have been there for years.
