I was under the impression that it was only legal in NY...

i'm not sure if you are joking or not, but i believe it is technically illegal everywhere, but simply not upheld anywhere (with the exception of the intersections that warn that blocking the box will result in a ticket)

My driving instructor told me that in NY it's legal (I think even said that the law is that the first driver has to go into the intersection).

its actually leagl in most suburban or out of town places. Just big cities its not.

When people use the phrase "be that as it may."
Have you ever heard anyone use those words in any way that added meaning?

A lot of frummy people use the term "b'chol oifen" in a similar way. They start trailing off and realize they have no point, so they just look down and mumble, "b'chol oifen..." as if that makes it okay that they started rambling without knowing what they were going to say.

I realized that the equivalent of "b'chol oifen" for particularly corny gentiles is "anyhoo" but at least that's somewhat whimsical.
