I thought about this issue a whole lot, especially recently. The way it is, ASP under such conditions is hard to enforce. If, however, there is a set system in place where the first day beginning after
x amount of hour from when the snow stops falling ALL cars from the even side of the street should double park on the opposite side for an hour or so, and on the following day all cars from the odd side should double park halfway across, then it's something fairly doable. Of course the exact logistics have to be carefully worked out, but once it's systematized it can work beautifully like clockwork.
That's maybe when NYC will begin competing with Beachwood.
