Started answering with technicalities and then I changed it to this: I’m not a posek, so do your own research, but the fact that they didn’t repay the loan does not qualify them for ma’aser money.

When I said Tzedaka I meant your ma’aser tezedaka which is what OP said. Whether there’s a true halachic difference is another conversation.

Many people have the custom to give Maaser Kesafim, one tenth of one’s income, to Tzedaka.
Maaser differs from the classic obligation to give Tzedaka in a number of ways:

1) Tzedaka is based on needs; one is only obligated to give Tzedaka if there are paupers that require assistance. In contrast, the custom to separate Maaser applies even if there are no current needs.
2) Tzedaka is fulfilled simply by giving money to paupers. In contrast, many Poskim maintain that one must calculate his exact profits, and separate precisely one-tenth to properly fulfill the custom of Maaser.
3) The amount of Tzedaka one is obligated to give is based on his assets. In contrast, Maaser is based on his income.

You were just saying differences or making a point? Which of this counts? This counts as Mitzva purposes, lending money to a friend who forgot to pay back and you’re too embarrassed to ask for it back? Please be my friend! :)

To be clear, I was commenting on the assumption that you can deduct from ma’aser the money you feel awkward to recoup. I wasn’t questioning the misappropriation of ma’aser funds in the initial loan.

Wow. So if someone is that destitute that they need to borrow a small amount and pay you back two weeks after payday, you would actually want to be paid back rather than just having mercy on the guy?

I specifically approached a person who did not pay me back, and seemed to be avoiding me, that he shouldn't hesitate to ask again. It so happened, that the next time he asked I didn't have what he asked for available, but at least I didn't want him to feel that he needs to avoid me or be ashamed of me. I counted the money given to him out of my Ma'aser.

Destitute? That is some funny stuff. This is the same guy that has a new car every six months. Racks it up, is without a car for a few weeks, then buys a new one. Not sure if he ever had a car long enough where the temp plates expired.  :)

because gum does not, contrary to popular belief, disintegrate. it really annoys me that people spit out their gum in urinals, where it will likely remain for a year or 2
