When a guy collecting gets up and "ברשות הגביים" gives a whole speech towards the end of davening.
I can tell you that where I daven someone who does that will be told to wait until after davening is over.
I honestly don't understand how anyone might think it's OK to do this while people daven. I don't recall ever hearing them asking people to please stop Davening for a moment.
I find that some will start before aleinu at mariv for example. I also do not understand how someone can find it to be okay, but have BH never been in their shoes.
I think before aleinu would be acceptable if they would start off by asking people to wait before saying aleinu, rather than expect people to listen to them while saying aleinu.
