Step 1 - Become a member of USAA by clicking
HEREThey ask if you or a family member has ever been a member of the military. If you respond 'no', they still will let you become a member. (at least thats what happened to me)
Once you are finished, they should send you an email with your USAA member #
Step 2 - You now are a member of USAA. USAA has corporate accounts with Avis, Budget and Hertz. Avis and Budget don't let you rent under 21, but Hertz lets as long as you are 18. To see the USAA Corporate Account Info, click

1-You should call up the Hertz location a few days before and make sure that they know you are under 21 and that they won't be charging you an underage fee. I once tried renting from a non-airport location and when I called up to confirm, they told me that they will be charging a underage fee. So I called up the USAA Hertz # (which can be found at the above link) and told them this. They called up this location and told them that reservations made with the USAA cdp# don't have any underage fees. The location called me back and said that they won't charge me an underage fee but I need to have full coverage insurance from my personal car insurance, which I did have. - The lesson: call a few days before and confirm that everything is set. If they give you problems, call the USAA Hertz # and complain.
2 - in addition to waiving the underage fee, I got a 11% discount off the price of the rental because of the USAA cdp #.
3 - the rep at the hertz location told me that anyone who is a USAA member is automatically an additional driver without an additional driver fee!
