Not really related to my point. You could have just said 'Update - 2 of the bikers were arrested'. Also, they only filed charges against one of them so far.

To answer my original question, it sounds from this articles like the RR won't face any charges (it's not explicit, but the police basically said he 'may' have been within his rights, making it sound like he in fact was).

Though from the direction they were going, i think they were coming from times square.

The only tolls charged in both directions are once you're already in the city. (e.g. Whitestone & Triboro)

When i watched the video I thought he was heading to the GW, that seemed like the obvious thing to do. He was probably too panicked to think straight.

I read in an article the he pulled off because his tire(s?) went flat and he couldn't drive on the highway anymore.

The articles said the NYPD had checkpoints etc set up to prevent them from reaching Times Square, so they were probably returning from an attempt at reaching Times Square.

IMO, the issue here is that they were part of the bikers, not that they stood idly by...chances are that if they got involved, they would have also been beaten.
