To fly in IFR conditions, the pilot must be instrument rated and to be safe, must have enough actual instrument hours.

Reading the article, the pilot had a commercial license, they did not mention he had an instrument rating, he should not have been flying under these IFR conditions.

Commercial license CPL without IR Instrument rating does not qualify a pilot to fly in IFR weather, it is even illegal to do so.

I'm taking the ferry to beach 108th Street. Anything interesting to do with the kids around there before i head back? Any parks in the area?
