I don't know about the entire 5T, but YIW has a vasikin minyan and their calendar with the times are on their website.

I think it's because of the construction at the intersection of Peninsula and Rockaway. An entire street leading to the 878 is closed off. Once that is done, I hope that things improve again. But I've definitely noticed it as well.
