Their letter was dumb but his didn't address any of the concerns
Cmiiw but their 2 main concerns are that the meters alert meter maids as soon as a meter is out of time and that when a car leaves a spot the meter returns to empty so that the next car doesnt get free time.
Neither of these seem so drastic, from what I remember, the meter maids were on top of you minutes after your meter ran out of time even before these new meters were put in.
As for a new car not being able to use the time leftover from the previous car, thats nothing new. In all of nyc its like that with the use of muni meters.
In fact the old meter system kept me from viaiting cederhurst on occasion bc they only took quarters.
I suspect the store owners are upset about something else. Perhaps they used to park their cars in a spot and leave it there all day feeding the meter every 2 hours which they can no longer do.
