Citi Executive AAdvantage World Mastercard 60,000 Mile Bonus

Guys, 

I saw on another site that there is now a 60k sign up bonus with Citi Executive AAdvantage World Mastercard.  The issue is the crazy high annual fee.  Will they refund the annual fee if cancelled within 60 days like chase and amex?

I am not sure if I am allowed to post the link as its from a different blog.  Mods please let me know if its ok.

It has a $450 annual fee, they will not refund it

Can you use this card to get into a AA lounge without flying AA
