From what time does chase start counting the 3 months to meet spend threshold? From the date applying or date getting approved?

Is 3 months a certain amount of days? Or 3 months is the exact same day in the month 3 months later as example if I got approved 10/26 I have

Does the Citi 1/8 rule mean that if I apply and get declined for a card I cant apply for another Citi card for 8 days?

Are business cc's any different than personal in the sense that they should or shouldn't be almost fully paid before closing?

My understanding is that only for personal cards does paying off most of the balance makes a difference, and you should close with a small balance, so it at least is considered active, but isn't carrying a large balance which could negatively affect the credit score.

Now being that a business card isn't part of the considerations of your credit score, a large balance when closing won't negatively affect your score. Correct?

My question is, is there a concern that if you do choose to pay off almost all of the balance before statement closing, it will be flagged for credit cycling?

The reason to pay off most of the balance before the statement closes is to help keep your credit score up. Business cards aren't tracked on your credit report, so there's no reason to do it.
As for getting flagged for credit cycling, if you don't use the credit again in the same month it shouldn't be a problem.

Not relevant what you spent on.
If you don't reuse the credit in the same month, it won't be viewed as cycling.
Cycling is using a lot of the credit, paying it off, and then spending again in the same month / billing cycle.
Using the same credit more than once in the month makes them worry you're over extending  yourself.
( Joke: And they  get indignant - they don't think you should be spending that much in a month - they gave you a credit limit for a reason!)

In short if your credit limit is $4000 don't spend more then $4000. Don't matter how many times you pay up.

It actually makes 0 sense credit wise IMO but hey we don't decide.

homedepot/lowes gift cards at 5% off with ink cash (you can probably do better buying gift cards here)
If you want to make the purchases on the credit card, the Lowe's Business Card gives a 5% discount plus 2% cash back in Lowe's.
Homedepot also has CC, not sure the details.
I do have the Lowe's card and we can both gain if you open one. But you may do better with gift cards either purchased with ink at office supply stores or freedom at quarterly categories, or cash here or here.

I want to apply for a new chase business card and being I already have a few am concerned about them granting me approval of more credit. Should I cancel a card or transfer the credit line to another card and then cancel?

If you’re looking for a chase card, I think the Ink Business Premier will work best for you it Earns unlimited 2.5% total cash back on purchases of $5,000 or more. But it’s cash back only not UR.
