Did he try applying with an rsvp code as well? - I think that would determine if he is actually blacklisted
IME If you "settled" with them you are blacklisted...forever. Unless you pay them every penny you owed as the settlement there is no chance they will grant you credit again. Settled implies less than 100 cents on the dollar.

Just have them keep trying every 6-9 months.  They wont even pull credit while he's on the blacklist, so it's no biggy.

Once the charge posts you're not prepaying anything as you have a balance.
I don't believe there is an issue pushing a payment towards a pending charge.  Generally pending charges are already subtracted from your available credit.

I am going to purchase an engagement ring soon and I am thinking about using it for initial spend on a new card.

Do any Visa or Master Cards (jeweler does not take amex)  have good purchase protection for jewelry? Not eligible for CSP or Freedom bonus at this time. 

This is my first post,  new to this hobby but owe all of you thanks for how much I have learned and how many deals I have enjoyed in the past year.

Is that meant to prevent a rejection, or it just may be possible that the app doesn't go through because of the limitation (and therefore no pull), and then I just have to wait a few more days and resubmit?

To prevent the app from being declined. Even if it's declined, it counts against the 1/8 2/65.
