How is it possible to be not eligible for a SP or Freedom bonus?

Chase is rejecting people in grounds of having gotten the bonus in the past 24 months. I don't blame him in thinking it's not worth the pull, even if it's not built in to the system and you will get the bonus upon approval.
Isn't the consensus here that pulls are overrated?
All the credit experts seem to agree that too many pulls alone are rarely to never the reason for rejection, and have minimal effect compared to other factors like new accounts.

I keep getting accepted for everything. I don't know where the limits are. I know people that have been approved for Citi cards with 20 INQ's on EX though...and according to the FT crowd that isn't possible...except that it is.
That doesn't make him "not eligible".
