Tried calling Experian to combine two pulls from American Express EDP app that was sent to recon. Second pull was two days after first pull. They said there is no such thing as combining pulls or disputing pulls as long as they authorized. Tried explaining that same application, didn't help. Is this true? Supervisor calling me in a little bit, not sure will help...

What Dept should I speak to? The supervisor called me and told me he did research and grudgingly removed the first of the two pulls. Said no such thing as combining... Is that how it supposed to be done?

No, it's not. You're supposed to feign that you have no idea why there are two hard INQ's and that it's a mistake. You're not supposed to bring up that pulls should be "combined". That's why this stuff shouldn't be discussed so freely
