For a card with a fee for an addition user: if for some reason I get a replacement card (name misspelled in my case) can I keep the mistaken one and continue to use both?

Which company? Chase always gives the same number so yes. Other companies may cancel the original card. YMMV

all my chase cards are on hold bec they are in review, what does this mean? well i called them and they said call this number which happened to be lending services and rep says that its per the cardholder agreement that they have the right to review accounts and put them on hold as they wish and my account was picked at random and they do this all the time.... i HUCAed and 2nd rep said same thing...

#2 is this true, all the time for no specific reason at all?
#3 any reason to be nervous about this?

Sure.  It will work with every issuer.  You're pushing the payment from your checking account.  The CC issuer doesn't have any say in the matter.
