Any way to have Amex transfer credit from a charge card (PRG) before I close down the card due to annual fee?

You don't actually have any credit with a charge card so no.

I really don't know, I've never heard of this happening, usually with a lot of spending on a new card you either get FRed or you don't.

Try calling a loan gemach maybe and see if you can borrow (they require cosigners usually)

i was gonna do that when i call to reschedule. My question is if I have to tell them anything, I would just call and reschedule a payment.

Regular reps probably won't know anything about it, you should be fine calling to reschedule, the problem might be if the FR team sees that you rescheduled.

how would they find out? do they get an alert or something? is there any chance that they filed my case away in the basement once I scheduled payment?

 I'm gonna call and reschedule payment a day before "please pay by" date for 2 weeks later and hope (daven) for the best...

That makes sense but I've never heard of them threatening someone with an FR.
