If my chase due date is today, can I send a payment from TD bank for itr to post on time ?
Schedule it as a pull from Chase.  Not a push from TD.  Then it counts as being paid today.
Correct. It may not post today but should count as if you paid today.

I heard recently from a few people that when they apply for a new Amex card they are getting a message that "based on your history with american express .... you are not eligible to receive this welcome offer" even though they didn't have that card and didn't abuse the system.
Is there a specific criteria that triggers this message and is there anything to do to stop receiving this message?

They likely have the information in the small print they sent you, or in your account when you log in.

Look at the language that comes with a new amex 0% offer, if you can find one.
