I know with chase you can request a replacement (due to damage etc) for a card and use both at the same time. will this work with amex?

Have received an email from citibank: activate your low promo rate 0.00% promotional APR on all new purchases until 8/1/2020, is it okay to ask another bank like chase if they have such promo option as well with my ink card?

You can ask, but I doubt they'd create an offer for you. If they have a similar offer, them may match though.

Question is if by asking for such an offer is that a red flag for them.

Are the promo of 0.00% promotional APR on all new purchases usually only on new cards only or on existing cards as well?

Can sometimes be a targeted offer via email/mail.

If I would like to do a purchase of around $2300 on a business card should I inform chase before? Usually don't do such large purchases.

Can't hurt to, but not needed. It may get flagged as fraud either way.
