is there a non-business card that offers 5% back at staples?
Don't think so. Maybe if freedom ever offers it for a quarterly bonus.

Citi closed an old credit card of mine due to non use. Since its old it could affect my credit score age of accounts. I can ask them to reopen, but I also plan on applying for a card about now.

Better to ask them to reopen before or after applying?

A lot of the Machlokes is because things change, so what once worked for some may not still work. That's why you should set your cash advance lines to $0, so if the purchase codes as a cash advance, it won't go through and you won't get charged fees. With Chase cards though, there can be times where a purchase initially pends as a cash advance, and then changes to a purchase once it posts, so then you wouldn't want your cash advance line at $0. YMMV.

The paper statements also say "payment is due upon receipt". What does that even mean ?

Payment isn't due until the next statement is closing.
