Is it possible to do a balance transfer to a 3rd party account?

Is doing balance transfers bad credit - wise?  A freind who owes me money wants to do a balance transfer from my account to his.

Chase hates cash.  They want to charge you negative interests on your deposits.  Cash makes this more difficult.
