Why do you choose those? Limited time bonuses there?

Ink Preferred is the highest sign up bonus on any chase card right now and UA is very valuable. If he can only get 50k for the UA card the the CSP probably makes more sense. Check here to see if he's targeted for 70k https://www.theexplorercard.com/70k50IC

For any given card with FX fees, is it possible to somehow negotiate an FX fee exemption (perhaps as a means of retention)?

It's not overkill, because such letters never actually make it to the CEO. Someone in the executive office will handle it. A phone call to the number on the CC, on the other hand, is unlikely to reach someone with the power to make changes to the credit reporting.
How long does it stay on the report? Forever?

Pretty much nothing stays on your report forever. Most things will fall off after 2-7 years depending on what it is.
Memories last forever, make them while you can.

Lates generally stay on the report for 7 years, but have less impact on one's FICO the older they are.

Equifax
Quote
In general, though, the longer a bill goes unpaid, the more damaging the effect it has on your credit score. For example, all other things being equal, a payment that is 90 days late can have a more significant negative impact on your credit score than a payment that is 30 days late. In addition, the more recent the late payment, the more negative of an impact it could have.

Credit.com
Quote
“And while any negative score impact from a late payment lessens over time, this information will remain on your credit report for seven years and can be expected to continue to impact your score, at least to some degree, for much of that time,” he adds.
