Capital One Biz cards do count for 5/24, correct?
Yes, they'll be on your personal report.

How can i convince banks to give me large new credit limits? I have 5 year history, and no recent new cards, and 5% overall utilization. TIA

It's based on income

Some ideas that might work. YMMV.

1. Open cards, use them and pay them off, and then request a increase?

2. Combine all your credit limits at one bank (E. G. Combine all your Chase limits to one card, and leave 1k on the others), then when you go to open with a new bank, ask them to match you current highest limit. (they see it from you report).
Rinse and repeat.

Pulls don't matter much, especially when there is no new account being made.

Do the banks know how much you actually make from certain records or it's all based on what you put down on your app?

Why leave 1k not less?

Iirc, any less and lenders will see it as a "toy card", which reflects badly on the borrower.

Not a hard rule, just a feeling and hearsay. Could be completely made up.

Are you talking about applying in a bank?
Or an online app?

No difference IME. You may be able to call recon and request a higher limit even if approved online or in branch etc...

Have you tried this personally and would it apply to a card that is already opened?

If you don't care about pulls you can call in and request every day of the week... (not that I'm recommending this, but still).

Well I obviously do and chase hasn't increased my cl in over a year and I don't want to request one as it's a hard pull is there a way to have a soft pull with them or a certain method to get cl increase

Some very prominent DDF'ers :)
No
AMEX is almost always a soft pull.   In fact,  they usually go by their last AR,  not even a new soft.

I'd say it's always a soft,  but I'm sure someone,  somewhere has had a hard pull for some reason or another.
Amex is never a hard pull for a CLI increase, iinm.

Whats a 'toy card'? Can anyone confirm that it's bad to have less than $1,000 credit line?

Well it's a piece of plastic that has a magnetic strip on the back
